Pale Shoal Fleet
The Pale Shoal is not a conventional fleet, nor is it often seen as one. It is a fluid network of shallow-draft, stealth-capable vessels, many of which operate independently for weeks or months at a time. All are loyal to Warcaptain Sal Varva, bound not by glory or gold, but by mutual benefit, secrets shared, and quiet vengeance.
Rather than plundering merchant fleets in the open, the Pale Shoal slips into ports at night, bribes dockmasters, steals cargo from right under naval noses, or scuttles ships in harbors using sabotage, disguised cargo, and underwater explosives. Their motto, whispered only at sea, is: “We leave no fire, no corpses. Only absence.”

The Fleet's flag is a pale, translucent sailfish skeleton leaping across a black background. The fish’s eye is a pearl, and the bones shimmer faintly in moonlight.
