Regas Dall is one of the few Warcaptains to retire on his own terms. Once infamous across the Pirate Isles for his elegant raiding style and slippery escape tactics, he now runs the largest and most secure fencing operation in Deepberth. Known for his discretion, silver tongue, and boundless memory for favors owed, Regas sits at the heart of a tangled web of secrets, stolen goods, and half-forgotten debts. In the winding alleys of Deepberth, it's said that if something stolen disappears again, it passed through Dall’s hands.

Regas Dall

     1964 NC -
     145 years old
Regas Dall, Captain of the Lady Kelp, the Ledgerlord, the Old Man.  Half-Elven Male.

Overview

Regas is charming, measured, and endlessly calculating. He prefers conversation to confrontation and delights in unspoken truths, knowing that information trades more dearly than gold. He rarely raises his voice and never loses his temper in public. Though he presents himself as a neutral party now, he still honors old allegiances—and punishes betrayals with cold precision. Beneath his composed demeanor lies a tired man who has seen too much, outlived too many friends, and fears one day his secrets will outlive him.

Description

Tall, lean, and silver-haired, Regas bears the ageless mien of elven blood, though the lines at his eyes betray long years of weather and worry. He dresses in layered, sea-green robes trimmed with kelp patterns, his fingers adorned with rings bearing seals no longer in use. His eyes are pale amber, sharp and unreadable, and his smile is as practiced as a duelist’s feint. A carved walking cane hides a blade, and a journal at his side is always locked, its key worn around his neck on a chain of Narbonais coins.

Background

Regas rose to power during the height of piracy in the late Third Age, captaining the Lady Kelp, a swift brigantine that struck with unmatched grace. A half-elf among cutthroats, he leaned into cunning over cruelty, favoring ransom, misdirection, and clever negotiations. His blend of Narbonais charm and elven patience earned him unexpected allies among merchants and minor nobles, and his ships were often allowed to vanish with their prize rather than be pursued. When the Dark Times came and the Crimson Plague annihilated the population of Deepberth, Dall remained, perhaps the sole survivor. He stepped away from the blood and sails and focused on survival and rebuilding. As the Dark Times passed, Dall settled into the ruins of an old palace atop the karst known as Blacktooth Rise and renamed it Regas’ Resoubt. Slowly but steadily, he not only worked to rebuild Deepberth, but became an integral part of the reborn pirate society, operating as a fence. Today, he serves not only as a broker of goods but as a facilitator of backroom deals between pirates, merchants, and spies. His organization, Regas Dall's Ledger, is pervasive throughout Deepberth and ports around the Betshaban Ocean.
